Water Waste Prohibition Policy
ADOPTED BY THE BOARD OF DIRECTORS

PURPOSE:
To curtail the waste of water thereby conserving and preserving the natural water resources. To strive to ensure that sufficient and safe water supplies will be available for the ever-increasing population growth of the District and future generations.
UNACCEPTABLE PRACTICES:
The District considers the following water usage as unnecessary waste.
o Cleaning of gutters by flooding with water.
o Landscape watering between the hours of 10 AM and 8 PM.
o Landscaping with high water consumption plants.
o Aerial sprinkler systems
o Removal of leaves, dirt, debris from patios, decks, sidewalks, driveways, carports etc.
o Non-recycling decorative water fountains.
o Non-recycling water-use play equipment.
o Non-repair of water leaks.
STRATEGY:
Customers in the East Medina County Special Utility District service area have three potential sources of water supply; East Medina County Special Utility District (The District), private wells, and BMA irrigation water. Due to this diverse source of water, it is not feasible for the District to institute a policy that relies on “drive-by” type checking or “neighbor report neighbor” type of reporting, for wasting of water.
VIOLATIONS:
The District does not have the authority to levy fines or taxes. This makes it infeasible for the District to institute a policy of “charging” customers for violations of a Water Waste Prohibition Policy. The District also feels that this type of attempted control of water usage is detrimental to community well being and the trust that is prevalent in country living. During the thirty years of the District operation, the customers have proved to be the type of people that work together for the good of all. The District will therefore, continue to rely on the conservative nature of the customers to voluntarily comply with a Water Waste Prohibition Policy.
END RESULTS:
The Board of Directors are confident that necessary water curtailments can be accomplished by informing the customers of the area of water waste and educating them on the ways to conserve and preserve our water resources.
